In response, a tent facility in Carrizo Springs, Texas, and a shelter in Miami, Fla., were reopened by the administration to house migrant children.

The Texas detention center, however, is the same facility where the Trump administration was accused by Democratic lawmakers of putting “kids in cages” during a similar surge in border crossings.
Psaki told reporters on Tuesday, “This is not kids being locked in cages.” “This is an open facility that will meet with the same requirements as all [health and human care] services.”
Psaki said, “We are in a position where we will not remove unaccompanied minors from the border….” Under COVID protocols, we need to identify places that are healthy for children to be, where they can have access, consistent with their best interests, to education, health and mental services.
Psaki said the facilities will be run to minimize the spread of coronavirus according to guidelines.
