As President Biden met on Thursday with world leaders for an extraordinary day of three summits in Brussels focused on the Ukraine war, the United States said it would take in 100,000 refugees fleeing the fighting.
As the West works to solidify its stance against Russia over the invasion of Ukraine, the outgunned Ukrainian forces are several days into a counteroffensive that has scored some successes. On Thursday, the Ukrainians claimed to have added to their momentum by destroying a Russian landing ship at a southern Ukrainian port in Russian-occupied territory.

According to senior administration officials, the Biden administration is looking into multiple methods for those fleeing Ukraine to enter the U.S., including the refugee admissions program, as well as parole and immigrant and non-immigrant visas.
The officials said that President Biden’s cap of 125,000 refugees for Fiscal Year 2022 remains in effect, but that those who enter via processes other than the refugee program will not count toward that total.
“We don’t currently envision the need to go beyond that in terms of the portion of the individuals that would come in as refugees during this fiscal year,” they said.

While we expect many Ukrainians will choose to remain in Europe close to family and their homes in Ukraine, today, the United States is announcing plans to welcome up to 100,000 Ukrainians and others fleeing Russia’s aggression through the full range of legal pathways, including the U.S. Refugee Admissions Program. In particular, we are working to expand and develop new programs with a focus on welcoming Ukrainians who have family members in the United States. The United States and the European Union are also coordinating closely to ensure that these efforts, and other forms of humanitarian admission or transfers, are complementary and provide much-needed support to Ukraine’s neighbors.
